The click you hear when moving the drum may well be a spring or parts moving on the backing plate anchor pin. The overhaul brake components should not have been that expensive, I spent about $250 for EVERYthing (shoes, springs, wheel cylinders, new adjusters, hoses, etc.) on my '63 drum brakes - but used the old drums and rebuilt the master cylinder. Braking lightly for the first few hundred miles avoiding panic stops will accomplish this. So, no, your new shoes/drum won't spin with consistent clearances when first put together. Nobody (that I know) does that anymore it has to occur while you drive, gradually. Shops used to 'arc' the shoes/drum contact area on new brakes to get optimal mating right off the bat. I have finally replaced every single component in my brake system and still have the same issue. What else can be doing this? I've checked for wear on the backing plate where the shoes ride and I polished this area and added a dab of grease before and it didn't help the situation. I just can't figure out why the drum does not run true with the shoes. This seems normal, but maybe you disagree. With the wheels off the ground I can feel a very slight click when I shake the wheel in and out from the top and bottom. I replaced the drums thinking the old drums were maybe cut off center, but the new drums do the same thing. I just put the new drums on yesterday and at one point the wheel spins with no resistance and at another point it is so tight I can not move the wheel at all. The car will stop on a dime, but every once and a while it will pull hard enough to freak me out. Too bad I've spent so much money on trying to get these brakes to be dependable. I bought spindles from a C3 years ago in anticipation of doing the swap but never did it. It doesn't always do it and it is only the first time I hit the pedal, but it can scare the heck out of you. I have replaced everything from the hoses, pads, hardware, wheel cylinders and drums. I don't really want to but I've been fighting with a intermittent pull either right or left when I hit my brakes.
